It’s possible that there’s a sediment buildup on the bottom of the storage tank, insulating the water inside from the heat from the burner assembly. If the dip tube cracks or breaks, it can leak cold water into the hot water as it leaves the system. That’s can cause sudden blasts of cold water during an otherwise warm stream.
